Shortly after, U.S. Sen. Higgins narrowly escapes assassins' bullets. Higgins is running for president and McCarthy was likely his vice presidential partner. Who or what is behind this mayhem? Secret Service director Weathers is determined to find out. He gives special agent AJ the job of bodyguard for Sen. Higgins while assigning special agent Julie Robinson to investigate the incidents. What he doesn't know is that AJ and Julie met five years earlier in a war zone and had a torrid affair, before Julie broke it off for concern that it would affect her career.
