Initially Mancuso learns that the device used is property of the CIA, so he goes to a man he knows at the Agency and tells him that there's so many of them floating around anyone could have gotten it. Later he learns that the Asian was being forced out by another criminal who just arrived in the U.S. When Mancuso learns who the man is and confronts him, he is later suspected of being on the take.
