He's been receiving threats from someone who wants him to resign so that they can put their puppet in his place. Thomas is assigned to him and knows that it's KARTEL who is threatening him. Later the man's daughter's been kidnapped and Thomas recognizes the man who took her. It's someone who has a grudge against Thomas.
