A shipwreck allows the king to escape and find refuge with his followers on Paloma's rocky shore. Rosita cares for the blinded king and tells him of Pinto Pete, who defends the oppressed with his bullwhip. The paths of Rosita and Pinto Pete cross when both are captured by Targon's guards, the mystery man is revealed to be Pietro, and both escape to be reunited with the king. Swearing vengeance, Pinto Pete bravely and successfully undertakes the overthrow of Targon, and the throne is again occupied by the king, who abdicates in favor of Pinto Pete and Rosita.
